Why a Petition Drive?
The petition is for the purpose of gathering the required signatures so that the initiative, which asks the citizens to support a 1% sales tax (1-cent on the dollar) for the sole purpose of constructing a recreation center, can be placed on the April 2010 ballot.

Both supporters and non-supporters of the recreation center have stated, “Taking this issue to a vote of our citizens is the most democratic way to determine the actual support of the project.” By signing this petition, you are exercising your right to help place this initiative on the ballot.

The Y-Yes Committee supports the Woodland Park YMCA.

What benefits will the facility bring to the Woodland Park community?
• Provide a long overdue public facility that addresses the health and well-being of the entire community.
• Provide a facility that adds to our “sense of community” and gives families, individuals and people of all ages a place to come together for recreational and community functions.
• Provide 10 to 15 full-time positions and as many as 100 seasonal and part-time positions, thus benefiting the local job market.
• Facility will generate increased traffic to local businesses.

How much will it cost to build the facility? How will it be funded?
• The total estimated cost of the project is $16 M.
• A 1% sales tax will provide $13 M over a 20-year bond period. This represents an additional $1 cost for every $100 spent in Woodland Park. The sales tax will sunset at the end of the bond period. (Visitors and Teller County residents, outside of the City limits, account for 60% of the City’s sales tax revenue.)
• $1 M will be generated from grants and other funds.
• The remaining $2 M will be achieved through a Capital Campaign Drive (foundations, private donors and grass-roots support).

• Monthly rates vary depending on membership type, and can range from $25 (youth), $34 (Senior Citizen), to $80 (Two Adult Household with children).
• Income Based Rate Scale: sliding scale memberships are available for those with annual household incomes of less than $62,499 per year. Visit www.ppymca.org to use the YMCA’s membership calculator to determine your specific household membership rate.
• Corporate memberships are available.
• Day passes will be available to non-members, tourists and visitors.
• As a member of the YMCA, you are also permitted use at any of the other six YMCA locations in the Pikes Peak Region.

Where will the facility be located?
• The plans are drawn for the north edge of historic Memorial Park. This site was chosen over other locations due to its close proximity to public schools, downtown businesses and other municipal facilities.
• The land is City property and therefore does not require additional dollars for purchase.

What is the role of the YMCA?
• The City of Woodland Park will own the building. The YMCA will enter into a long-term lease agreement with the City.
• The YMCA will be responsible for all operations, maintenance and capital improvements, including equipment upgrade costs.
• YMCA will provide all staff including lifeguards and instructors who are certified for all their programming and instruction.

What is the role of the citizens?
The citizens of Woodland Park will serve as the Board of Directors, giving direction to YMCA management on all aspects of the operation including programs specific to the community’s needs.
